I’d like to add that – besides the “global” GPO comment you described – there are comments which can be set on each ADMX based setting.
And also for each GPP Item something similar is possible, though here comes the naming irritation again: for GPP items comments are named “Description” and they are rather hidden. You find the “Description” in the “Common” tab.
